Authorizes establishment of family law facilitation program in circuit court to assist litigants in family court proceedings. Specifies that program may provide educational materials, court forms, assistance in completing forms, information about court procedures and referrals to agencies and resources that provide legal and other services to parents or children.
Establishes policy for Child Support Program { - requiring notification to - } { + to inform + } to persons served by program of resources that are available for assistance in family law matters including services provided through courts, Oregon State Bar, law schools and legal aid offices(at the request of Senate Interim Judiciary Committee for the Judicial Department and the Family Law Legal Services Commission).

Creates subtraction from taxable income for child support payments made by taxpayer. Allows subtraction only when personal exemption credit for child is not claimed by taxpayer. Sponsored by Representative LEWIS (at the request of Roger Pearson)

House Bill 3073 (Introduced)
Deletes provisions that allow court to order support for child 18 years of age and older if child is attending school. Voids that part of any existing decree that requires payment of support for child attending school. Sponsored by Representative STROBECK; Senators SHANNON, STARR (at the request of Coalition for Family Law Reform)

House Bill 3260 (Introduced)
Revises criteria for support of child over 18 years of age. Eliminates authority of court to order child support for child 19 years of age or older, and for child 18 years of age or older and under 19 years of age if child is not attending secondary school or equivalent. Eliminates child's standing as party to enforce support order. Eliminates provisions allowing support to be paid directly to child. Sponsored by Representative DECKERT; Senator STARR (at the request of Lawrence D. Gorin)

FATHERS ONLINE Comment:Same basic bill as HB 3073 with the addition of not apply to existing, active support cases involving children who are already 18 years old as of the effective date of the Act. For more information see the Oregon child support over 18 page.
